Update Community/User title with relevant info (#15247)

* Moved Post-Count title history to present day en.md

Moved Post-Count title history section to currently relevant information as it has been added back

Used a new picture to display said post-count titles

Linked to new osu! forum site

Kept the historical section

* HTML image turned to Markdown, cleaned up en.md

Cleaned up some empty spaces and replaced HTML with Markdown

* Punctuation and Fact check en.md

* Apply batched suggestions from code review

Applied batched suggestions on:

Image path, titles
