Add George Labrèche's test vectors and implementations

Georges has several implementations and test vectors published on GitHub and https://tanagraspace.com/pocket-plus/, under a permissive MIT license.

We should integrate the following things:

• Include (synthetic and real) test vectors from George's project
• Include interoperability tests with George's C implementation
• Include interoperability tests with George's C++ implementation
• Include interoperability tests with George's Python implementation
• Include interoperability tests with George's JVM implementation

Attention

George mentions in tanagraspace/ccsds124#87 that his code doesn't pass all decoder tests at the moment.
